The Coalition for Fertility, cooperation of 12 European organisations including Fertility Europe, published its policy statement, For a rights-based approach to fertility and demography. This statement reinforces the fundamental right of every individual and couple to decide freely whether, when, and how many children to have – without coercion, stigma, or barriers to care.

The number of childbirths in Europe has decreased over the last decades, leading some governments to focus disproportionately on fertility rates in their political agenda out of concerns for the sustainability of social security systems or economic competitiveness. Our statement calls for prioritising individual reproductive decisions over demographic targets and putting reproductive justice at the heart of any policy on fertility. 

Supporting people in their reproductive decisions also means ensuring universal access to fertility care. Infertility affects one in six individuals in Europe, yet access to fertility treatments remains deeply unequal. In many countries, financial, legal, and social barriers prevent people – especially single individuals, same-sex couples, and those with medical conditions- from receiving the fertility care they need.

Involuntary childlessness, often overlooked in demographic discussions, is a major public health issue that requires urgent policy attention. Governments must recognize that access to fertility care is not a luxury but a fundamental healthcare right.

Our statement calls for universal access to fertility treatments, reproductive education, and policies that support all family structures. We firmly reject exclusionary narratives that restrict reproductive rights based on gender identity, race, or economic status.
